中国养老金制度经过近30多年来的深刻变革,从自我封闭的单位保障制走向开放式的社会保险制、从少数人的专利发展成为全体老年人的共同福祉、从单一责任主体走向多方分担责任、从单一层次走向多层次化,成为惠及所有老年人的社会保障制度,符合全球养老金制度发展的潮流与客观规律。但目前存在的理论认识误区、制度不统一、政策参数僵化、补充层次缺失及其导致的筹资失衡、待遇不公、预期紊乱、可持续性弱化和社会风险累积等问题正在日益显性化。这表明其仍是质量不高的制度安排。因此,中国养老金制度亟待走出逻辑混乱的思维定势与传统的路径依赖,通过明确公平建制理念、加快制度统一步伐、调适筹资责任分担机制、赋予相关参数弹性空间、理性推动多层次化等举措来为参与主体各方提供清晰稳定的预期,实现制度定型和高质量发展。  相似文献

ABSTRACT

This article examines two density-based value-capture mechanisms – community amenity contributions (CAC) in Vancouver, Canada, and transfer of development rights (TDR) in New Taipei City, Taiwan – that planners use to finance public goods. To understand the differences in the design of the mechanisms, negotiating dynamics, actors involved, and types of public goods financed, we propose three perspectives on development rights: absolute ownership, bundle of rights, and public asset. We find that the public asset perspective underpins Vancouver’s CAC, whereas in New Taipei City’s TDR development rights are treated more as a commodity, a concept rooted in the absolute ownership perspective.  相似文献

This article examines the dynamics of power and privilege at work in international development through the prism of domestic service for expat aid workers in developing countries. Drawing on ethnographic fieldwork amid aid workers and their domestic staff in Dakar, Senegal, I argue that access to affordable care work greatly enhances the lives of women who work overseas in development. The postcolonial underdevelopment and poverty that aid work addresses is paradoxically critical to the aid workers' own access to affordable care, family balance and the means to do their jobs. I put this insight into the larger scholarly conversation about domestic work and global inequality, including on the Global Care Chain.  相似文献

This study aims to explore the mediating role of dyadic coping between relational resilience and parenting stress on married couples. The study participants comprised 229 married couples with at least one child and who have had a major life event. The relational resilience scale, parenting stress inventory, dyadic coping scale and personal information, and life events forms were used to collect data for this study. Data were analyzed with the actor–partner interdependence mediation model. The results revealed that dyadic coping actor–partner effects did not mediate between relational resilience and parenting stress. The results were discussed in relation to the social-ecological model and relevant literature. Based on the current findings, recommendations and implications for further research and practice were also proposed.  相似文献

This article examines the dramaturgical challenges of doing boundary work for a group of college women living with non‐college women at an overcrowded rental. To regulate tenant conduct and maintain their sense of self‐worth, the college women engaged in defensive othering and constructed their identity as “high‐quality” people on the basis of their characterization of their less‐educated roommates as “low‐quality” people. Their strategy of gaining self‐worth at their roommates' expense violated basic rules of social interaction that require participants to give face to gain face. This study shows that, in addition to weakening group solidarity and reproducing social inequalities, defensive othering also undermines subordinates' effort to gain self‐worth in the co‐presence of other subordinates. The idea that language skills support school readiness, predicting later self‐regulation and academic success, is widely accepted. Although vocabulary is often emphasized in the developmental literature, the ability to use language appropriately in the classroom, or social communication skills, may also be critical. This article examined longitudinal contributions of children's vocabulary and social communication skills, from preschool to kindergarten, to kindergarten academic achievement (reading and math) and self‐regulation (executive functions and learning behaviors). Participants were 164 children (14% Latinx, 30% Black, 56% White; 57% girls) enrolled in Head Start programs. Results revealed that initial levels and growth in vocabulary and communication skills predicted better academic achievement. Social communication skills uniquely predicted self‐regulation, after accounting for vocabulary. We discuss potential mechanisms for these links and recommend that strategies to build social communication skills be incorporated in preschool interventions promoting school readiness.  相似文献

The effective implementation of social protection interventions is key for achieving positive change. The existing literature mainly focuses on issues related to programme design and impact, rather than the factors that influence the emergence, expansion and provision of these programmes. This article builds on the recent literature that indicates that the quality of institutions and people’s preferences play an important role in the implementation of social protection. It does so by using Ethiopia and its Productive Safety Net Programme – one of the largest social protection programmes in sub-Saharan Africa – as a case study, thereby contributing to debates on how to implement social protection more effectively, particularly in settings of widespread poverty and relatively low levels of institutional capacity. Based on primary qualitative data, the article finds that greater institutional quality at the local level is associated with the more effective provision of social protection. The ability of community members and social protection clients to voice preferences can lead to adaptations in implementation, although the extent to which this occurs is highly gendered.  相似文献

The 1962–67 High/Scope Perry Preschool Program, a well-known experimental early childhood intervention study that provided quality preschool education to disadvantaged children, has been shown to have had positive impacts on early child development and on a variety of adulthood outcomes. However, most previous analyses have only examined average treatment effects across all program participants without exploring possible effect heterogeneity by children's background characteristics. We investigated this question by first using the 1964–65 Current Population Survey data in combination with the Perry data to construct a scale of child socioeconomic status based on the estimated propensity for inclusion in the Perry program, then analyzing effect heterogeneity within the Perry sample by strata of our socioeconomic scale. We found that the treatment effects of enrollment in the Perry preschool on cognitive and non-cognitive skills were much larger and more persistent among the most disadvantaged children than among others in the Perry program. Furthermore, among the most disadvantaged children, the treatment (i.e., preschool enrollment) affects later outcomes through a reinforcement mechanism of skill development (i.e., early cognitive gain leads to a non-cognitive gain, which in turn leads to later cognitive gain) and a sequential improvement of cognitive skills over time. These findings have important implications for the evaluation of policy interventions in early child development using experimental data.  相似文献

ABSTRACT

Homosexual men are constantly exposed to prejudice and violence in Brazil. The aim of this study was to investigate the relationship between minority stress, parenting styles, and indicators of mental health problems in a sample of homosexual men. Method: quantitative, cross-sectional, correlational, and retrospective design. Participants were 101 Brazilian men who selfidentified as homosexuals, aged between 18 and 55 years. Results: concealing sexual identity was a predictor of depression and stress. Parental responsiveness was associated with a lower incidence of enacted stigma and depression. Conclusions: the mental health of homosexual men can be negatively affected by the need to conceal their sexual orientation. Parental responsiveness is a protective factor in terms of experiencing enacted stigma and depression. The results found in the study may be useful for counselors and social workers who are working with LGBT people and their families.  相似文献

Few longitudinal studies have examined the pathways through which family violence leads to dating aggression. In the current study the authors used 3 waves of data obtained from 8th‐ and 9th‐grade adolescents (N = 1,965) to examine the hypotheses that the prospective relationship between witnessing family violence and directly experiencing violence and physical dating aggression perpetration is mediated by 3 constructs: (a) normative beliefs about dating aggression (norms), (b) anger dysregulation, and (c) depression. Results from cross‐lagged regression models suggest that the relationship between having been hit by an adult and dating aggression is mediated by changes in norms and anger dysregulation, but not depression. No evidence of indirect effects from witnessing family violence to dating aggression was found through any of the proposed mediators. Taken together, the findings suggest that anger dysregulation and normative beliefs are potential targets for dating abuse prevention efforts aimed at youth who have directly experienced violence.  相似文献
